George C. Marshall, Former US Secretary of the State. 

The current concept of International Development developed after World War II ended in 1945 when the US Secretary of the State George Marshall provided financial and technical assistance to Europe. It would become known as Marshall Plan, and it allowed Europe to rebuild their infrastructure, economy and stabilize the region.

 
The Marshall Plan led to the creation of the International Development assistance program in 1949 and had two goals of reducing poverty in Low Income Countries (LIC) and reducing the threat of communism by helping countries thrive in capitalism.

Where is International Development in today's history?

Today, the International Development field has evolved with United Nations' Sustainable Development Goals (SDGs) that many governments and Non-Governmental Organizations (NGOs) tries to follow by. Many organizations are involved with sustainable development or helping countries with improving their own quality of life. This includes reducing conflict, reducing the spread of pandemic disease, violence, instability, crime, and security threats.
